Agreement Signed on Industry-Academia-Government Collaboration for Cybersecurity Human Capital Development

- Establishing a multifaceted cooperative framework and leveraging the strengths of industry, academia and government to develop cybersecurity human capital

On Tuesday, July 26, 2022, Chuo University; Graduate School of Governance Studies, Meiji University; Z Holdings Corporation; Dai Nippon Printing Co., Ltd. (hereinafter "DNP"); Mitsubishi UFJ Financial Group, Inc. (hereinafter "MUFG"); and Cyber Security Control Task Force, Tokyo Metropolitan Police Department have concluded the "Agreement on Industry-Academia-Government Collaboration for Cybersecurity Human Capital Development." The agreement was signed for the purpose of promoting exchange and coordination/collaboration in educational and research activities related to human capital development. Details are as follows.

[Background for the conclusion of the agreement]

With the COVID-19 as one of the triggers, the environment that surround us has gone through a major transformation, including new lifestyles and work styles such as telework. Digitalization will continue to advance, and digital space will carry even more weight as "public space." Meanwhile, supply chain attacks targeting corporations and phishing attacks targeting individuals are rampant in the digital space, and it has become difficult to separate the digital space from crimes that harm the welfare of juveniles, special fraud, and others. In such circumstances, the development of human capital with knowledge and skills in cybersecurity is becoming vital for the development of society and the attainment of safety and security. In order to promote the development of such talent specialized in cybersecurity, each party in the agreement will bring together its expertise to work towards achieving "Cybersecurity for ALL－Cybersecurity That Leaves Nobody Behind" by creating synergies for human capital development and improving the ability to deal with cybersecurity threats. More specifically, the industry will bring in its strength in information and communication technology as well as literacy education, the academia in academic research, and the government in the expertise in criminal investigation and criminal situations.

[Initiatives taken by each party]

In addition to providing institutions with expertise in cybersecurity and literacy education based on the latest domestic and international information, Chuo University will promote projects that help to address cybercrimes, which have increased globally backed by the accelerated shift to the online world due to the pandemic, and improve information literacy. In addition, Chuo University will create a place for research on the state of law and order in new areas, centering on the University's Faculty of Global Informatics and ELSI (Ethical, Legal, and Social Implications) Center.

Graduate School of Governance Studies, Meiji University, supports the formulation of policies by residents and local governments through research and education in public policy studies. Cybersecurity must be ensured in all fields related to public policy, and through this agreement, it will promote education and research on cybersecurity in collaboration with industry, academia, and government.

Z Holdings Corporation has know-how on cybersecurity training for each job type and position (especially engineers) at each Group company. It also has knowledge on strengthening cybersecurity in accordance with global standards, which is being worked on mainly by its subsidiary, Yahoo Japan Corporation, and knowledge on next-generation literacy education, which is pursued by LINE Corporation, etc. Z Holding Corporation will support the generation of cybersecurity talent by providing this knowledge to the field of education.

DNP leverages the know-how developed through the production and issuance of smart cards for financial institutions, which require high level security, at the same time as operating the Cyber Knowledge Academy, which creates security systems for offices and factories, and trains specialist personnel to counter cyberattacks. By signing this agreement, DNP will also support human resource education not only for cybersecurity specialists but also for a wide range of personnel including those for whom security qualifications count as an additional skill alongside their original expertise.

MUFG recognizes its social responsibility to protect customers' precious assets and provide safe and stable financial services, and strengthens its cybersecurity measures under its Cyber Security Management Declaration.
Through this agreement, MUFG will expand mutual exchange/support with other industries, universities, and students as a new touchpoint in the cybersecurity field, refine MUFG's cybersecurity measures, and contribute to the improvement of cybersecurity in society as a whole by contributing MUFG's knowledge.
